Ljubljana is 40km from both the Austrian and Croatian border because Slovenia is pinched in its middle part from N to S, right where Ljubljana lies.

Our capital was traditionally on the southern edge of the country (Kraków), it was only moved to Warsaw in 16th century but the reason for this was exactly to improve communication for the king within the vast territory of PLC (especially that around that time we had a lot of affairs with Sweden so a more northern location was desirable)

That part of Croatia is basically empty and it was rendered a ruined shithole by Ottomans and Serbs. It's a desolate mountainous terrain far from economic centers. It's economy is a bit of tourism and buying chickens from inbred farmers with last names Milanović and Jovanović.
It's much more logical to have a capital far from balkan warmongers, even Zagreb is dangerously close to Republika Srpska being only separated by a few km of flatlands and rivers.

Germans were never a majority in Lviv in absolute numbers but obviously since Lviv was in AH, German culture was very strong there as state culture, German language was official or coofficial one (depends on the period) so nationalist Ukrainians feel more comfortable with calling this city historically German than Polish (because Germans don't voice any claims to this city while there are some nationalist Poles who do, though it's a minority)
