Well it is relatively localised to Bavaria because the guys from Bielefeld who created it (two jewish brothers btw) were successful at marketing it at the Oktoberfest of 1910.
That the Dirndl and its iterations have become much more common in the rest of Germany stems probably from the false assumption, that this piece of dress is an authentic piece of traditional bavarian folk dress - and Bavaria strongly marketing themselves.
