I doubt that the Luxemburgians forgot how to speak czech. Also the habsburgians of the 19th century learned the czech language as children to represent all of their subjects. I dont think its a good idea to project the justified slavic buthurt of the 18th, 19th and 20th century into medieval times. The only person in the HREs history who could have united germany in a healthy way, was Wallenstein but the Habsburgians were to scared of a french styled nation state..
