I do not think we do it as well as the finns, but we also calculate fines by daily income increments. of course if you tricks around and not have a salary or somesuch it might be easier to calculate that stuff down.

You don't have the points system? After several parking fines, you get deducted points along with the money, and once you get to 0, you have to redo driving school from scratch. When you go full year without any fines, you get added 2 points.
Everyone starts at 12 points.
