I think it's related to the rise of conservatism because a good portion of conservatives themselves are really racist and espouse Anon Babbleesque rhetoric. I link Anon Babble-style racism to conservatives becoming dominant, yes. They just aren't the majority of the base, and the GOP relies on the votes of black and Hispanic conservative men enough that I guess they won't be as racist as their white far right base.
