There is no such things as "west Russians" or "east Russians", anon. There are south Russians (kubanoids) and that's about the only cardinal-direction type Russian there is. Every other one is named after a specific region e.g. Volga or Siberia.
the German is right though, there is barely any difference between east and west Russians, cultural differences within Russia go along the meridian (north-south) but still they aren't very prominent nowadays
generally all Russians east of Moscow are exactly the same like "standard Russians" (so Moscovites), there are barely any dialects within Russia and certainly not in the east of the country where every person is as much of a standard Russian as it's possible.

that changed after 2022, nowadays like 80% Ukrainians in Poland are Russian speakers (my own experience), you rarely ever hear Ukrainian in the street (i know both languages so i obviously can distinguish them)
I'd say even 90% although its sometime hard to distinguish ukrainian from russian, especially when there's something like surzhyk which majority of people here don't know it exists
