Yeah that's the point, because they are the same distance away from the camera, it's just lowering it to the same height as the guys on the first line, then projecting it forwards to the same distance as the guys in the first line (so same distance and same base height) using the vanishing point of the pic (derived by the perspective lines given by the background building). Of course it's not 100% perfect but it's good enough.
