Yes, they used to have that in my country, too. Not anymore, though, because parliament changed the law and now every household must pay the TV tax, whether they have a TV or not.

Serious answer: As much as people like to meme there is no obligation or law to pay for the BBC unlike a lot of other countries.
I don't watch tv, I haven't gone on the website and done the thing where you opt out, I've never had anyone come to my door or send a letter asking me to pay in 30 years.
And if they did, you can just say no and close the door on them. Nothing happens.
A lot of people think the BBC has been getting worse over the last 10 years so if they tried to make it something you actually have to pay people wouldn't be very happy.

No, not really. They have like 20 niche channels. Times are tough and everybody has to cut back and save money -- except for the state media. In fact they just got a raise through parliament, an increase in the the TV taxes.
There is private TV, but it's been encrypted for a decade now I think, and you have to pay fees for a decoder, about 100 Euros per year. (In addition to the mandatory TV tax.) I'm not paying that, so fuck them.
