To honor their life or something. I prefer my parents town naming scheme: each neighborhood's got a theme (birds, trees, insects,...) and is named appropriately.
So for instance, you'd have Bee Road, Ciccada Road, etc. in the same area.

Why would we honour Garibaldi? It is Understandable in cases like Matteo Preti or Caravaggio, who both contributed to the nation, but Garibaldi? He simply visited the islands for a short period of time. I can't say for Aldo Moro if he had any ties to Malta, but I guess his manner of death is was lead to the street being named after him, which I guess makes sense as a neighbouring nation and all.

Still, the Moro justification is quite a stretch. If one didn't contribute to the nation or that specific locality in some way, especially if foreign, then I see no reason to have a road named after you. Saints and Biblical characters are an exception for obvious reasons. Again, I am here talking from the presumption that the road was named after Moro due to how he died, and Garibaldi due to him visiting. Historical people aside, I've seen some weird street names as well, and others that feel rather random.
