I'd say that it does have a distinct feel compared to most other parts of the country. Especially those who were born there think there's a difference between them and the rest of Russia, but that's also the case for folks from the Far East
It doesn't exist widely and 99% of Kaliningradians consider themselves just regular Russians without any special sub-identity, though there is a small minority of larpers who try to embrace the historical heritage of this land and it goes two ways, some of them refer to German/Teutonic past of this land while some - to Baltic Prussian. Afaik there are several people/families who decided to revive Old Prussian language and speak it as their primary language, eventually making their children first native Prussian speakers after 6 centuries
though having said that, while Kaliningradians usually don't have any special cultural identity, they often show kind of superiority complex over other Russians, mostly because they live "closer to Europe" which is also reflected in easier access to European products and so on. They love calling their land "the only piece of real Europe in Russia" or something similar. At least that's how it was before the war, now it can be different or they can just be silent about that because it could get them in trouble.

Polish person in Kaliningrad here. I sure see a lot of "Konigsberg" names/stickers and Prussian flags all around although I'm pretty sure it's just for fun, I think they just consider themselves to be regular Russians

weirdly enough, the current PL-Kgd border reflects two old historical borders, the border of PLC in the western part (the town of Braniewo was the northernmost PLC town in this area and so it is now in Poland) and the extent of Polish (Masurian) language spoken historically (up to the town of Gołdap which is again the northernmost Polish town there), so we are pretty fine with what is there
fun fact is that the Soviets initially planned to give us more land in east Prussia, up to the Pregola river (so Konigsberg would be almost split in half) but then they decided to push it further south.

People from cities founded after 1945 are already proud of their city, so they have to have some sort local "cultural" identity even if it's based around mundane things like their local government, geography, economic conditions, how much they pay in taxes etc
Technically it's prussian (baltic) clay, but they went extinct. Lithuania never really directly controlled that area so we have no claim over the land. Poland should occupy the land to secure it's national interests and because they have similar culture to the inhabitants of kaliningrad.
