Croatia is very similar to Hungary but Hungary is almost never considered Balkan.
Also it depends on what region of Croatia you're thinking of. North and West Croatia look better than Hungary on average while Slavonia is Hungary but wartorn and Dalmatia pretty along the coast but a shithole mountains reminiscent of Bosnia.

My grandma who was a gastarbajter in Germany when young told me that when the train coming back would cross the border into Slovenia/Yugoslavia, the various Germans and Austrians would sigh and say, now we're truly in the Balkans.
