In Poland this village is considered a town because 800 ago some Piast dynasty dude (Henry II the Pious) gave it those rights. There's thousands places like this in Poland. Pointless.

Are smaller municipalities not fused with others in order to ease the administrative costs?

No one wants to fuse, it's even barely possible for a city to absorb some shitty villages that are just outside it's borders and use it's water processing, schools, city communication etc.

no, not a thing here because our municipalities have their self-governance guaranteed by law, it's impossible to merge two municipalities without their agreement and obviously no mayor ever agrees to lose his job willingly

to ease costs they just sign agreements between several municipalities so some communal tasks like garbage collection or public transport are handled collectively

though im afraid sooner or later something will have to be done because due to rapid depopulation of rural areas we will have dozens of municipalities with barely any people living there, they won't be able to maintain the administrative costs of their existence

lol. no mayor wants to give up his office. we have similar problems in austria. lots of ultra small municipalities that absolutely refuse to fusion with larger ones. doesnt help that the voters punished every such fusion that happened in the last 20 years.

There are many cases in Germany where the fusion of munincipalities was forced from top down but only in a few cases was there serious butthurt about it. Here the concept of destinct District Mayors probably helps when it comes to retaining a sense of very local authority.

My city has swallowed multiple municipalities and they all fought tooth & nail because their local taxes increased x4 at the very least to pay for the rainbow crossings, Mbombo welfare and diversity officers.
All of this to increase efficiency

Then how is the village budget replenished or do the metropolitan cities of the country finance such villages? Obviously quite a lot of money is needed to maintain the infrastructure of such villages. For example, even in my country 1km of normal asphalt costs about 3-4mln $.

In Germany it is a mixture of federal grants (mainly for special construction projects) and the tax income (housing, petrol, commercial, foodstuffs, etc.) of the respective municipality.
I would imagine that this holds true for most munincipalities in Europe.

and small towns' economy is mostly based on providing services to nearby villages and farmers + some small towns just have one or two bigger factories/businesses that keep the local economy going

also, by a small town I mean an actual small town far away from a big city
those closer to big cities are just satellite towns where people sleep&live but work in the nearby big city and they are a whole different category, they do not share the same issues with real small towns

we fused a bunch of them giving us towns comparable in size to large cities. Wittstock and Neuruppin among the largest townships in Germany by area. Larger than some cities.

The reform of the munincipalities occured since the 1960s.
I would imagine that the German Empire was still very autistic with its cities, towns and villages - as is evident by the fact that the city of Cologne only reached its current extent as it swallowed six formerly independant munincipalities in the 1970s.

Bremen became part of the occupation zone of the USA, so that could have a harbor in northern Germany and thus was able to retain more independance than other parts of Lower Saxony, that were situated in the occupation zone of the UK.
It also helped that Bremen has a rich hanseatic history.
And Munich was never an independent city.

Yes. The cities of Berlin, Bremen and Hamburg are their own federal states and as such have all of the rights and obligations as the other federal states have.
