It was part of the Grand Duchy of Finland mainly inhabited by Finns. The cities there were established by Swedes and saw great development.

In 1939, Vyborg had approximately 86,000 inhabitants. Vyborg had sizable minorities of Swedes, Germans, Russians, Romani, Tatars and Jews.

Vyborg was the junction of five railways and its rail yard was the largest in the Nordic countries. The Vyborg-Terijoki section of the railway was the busiest section in Finland. In general, the rail network of the Karelian Isthmus was the densest in the entire country.
