Countries actually have very low actual tariff rates on the US, but because he used trade deficits as a barometer, he slapped people with extraordinarily high tariffs. China has low tariffs against the US, so when they see 34%, they responded with 34%.

Even a few percentage points of higher tariffs on the US resulted in $20B in loss revenue and bailouts for the US agricultural sector.

Guess we'll see if the tariffs sticks and what the financial fallout will be.
