Indians are notorious for garbage quality work. Ask anyone who had parts of their company outsourced and they'll tell you how much they're forced to train and correct the work they do in India. The training also never sticks so you have to tell them the same thing every week.

I've actually worked a long time in tech as an SWE and with most of these groups and I'll explain the 50 Russians angle.

They're simply not good enough vs the field to make up for the lower numbers

They're the best programmers I've ever worked with. They have the creativity/innovativeness of Euro whites and the detail oriented, technical brilliance of East Asians. Thank God they're ruled by crony assholes and communists or else they would have my job. 50 of them will do just fine.
Chinese
Technically brilliant but not imaginative, innovative, and no care or respect for best practices, there's a reason they're more into hardware than software
Balkans/Argentinians
No real opinion they're not really represented in tech
SEA
Just a shittier version of Chinese/Koreans, like hiring Mexicans to write your software, this is a quality first industry and it's a bad idea

If I can mix then a team of Russian and Indians (quality ones not the code monkeys you low level people work with). I have worked 20+ years as a swe and these are the only people who can actually get stuff done. Chinese too but they'll steal your work always. Everyone else is too first world to sit long hours and get work done or too low iq.

Software is more about scale than the cheapest possible price per head. You want high quality work and high quality engineers that create highly efficient scalable software. If you let Indians write a mountain of junk it will require another 5x of those Indians to maintain the junk you just created, it's a snowballing issue.
