South Africa has an insanely high homicide rate and the perpetrators are overwhelmingly black, but there's no evidence that white people in general are being targeted. Most murders are black guys killing other black guys, same as here. The land expropriation bill is a different issue, but essentially the government of South Africa wants to placate poor blacks (the bulk of the country) by enacting land reform while also not scaring whites into leaving.
