You and I might have divergent definitions of "defeating great powers".

Japan was retarded and backwards up until the Meiji era then scrambled to industrialize during the time period where that was vital to be a great power. It kept its industrial base even when defeated in WW2. Thailand would have to do something similar to reach Japan levels, but likely doesn't want to do the hard work. That's the key factor.
