as for Poland, probably the biggest difference between west or east is that the west is slightly richer, more urbanized and it has some impact on the culture and mentality. People seem to trust the state more there, most importantly.
In the east, people generally want the state to fuck off from them (because the state is thought to be only a thief) and they only care about their own house and land (and often care very well about it), while what is public, already belongs to no one and no one cares.
