The border marches of the HRE were granted special privileges (taxes, right to mint coinage, more independent militaries, exemption from the real seperation inheritance laws) which originally served to strenghten them independantly of the Empire - and those privileges also came in handy when those territories became (early) modern states.

No it wasn't. Berlin was elevated in status with the rise of the Margraviate of Brandenburg/Brandenburg-Prussia/Kingdom of Prussia. And Vienna also only rose in prominence during this time period as the former decentralized imperial institutions were transformed to be more concentrated towards the lands of the Habsburg.
Iirc it was due to some administrative headbutting the western allies (USA, UK, France) had with the FRG. The Soviet Union allowed the GDR to enforce its conscription in East-Berlin.
The border between the FRG and GDR was even more heavily fortified and had a broad cordon sanitaire towards the side of the GDR, which was filled with guard houses and regularly patrolled. In Berlin the distance you had to cross was far smaller.

In the HRE, generally western territories were more split up because they had more generations to split between sons in the inheritance, whereas in the east, the territories were larger because they were more recently conquered. because they were so much larger and more powerful, the eastern territories then were
the most influential in the disunited germany, and people moved to their cities more.

For further distinctions one would use the name of the various ducal iterations.
