I have an assumption that living in urbanised environment makes you taller. Look at the packed Dutch people for example. And also look Spain and Portugal differences. Portugal is more rural than Spain. I think it's kind of the same with Romania and Moldova.
So maybe there are more rural population and more people living in small towns and suburbs, which makes them shorter than many Europeans on average.
I often see american tourists here. They're so small like even 2 heads smaller than me and I'm only average height (183 cm)

The wiki article actually has two studies listed now, with a massive discrepancy of 5 cm. The problem with the other one is that the sampled people are students of one university. That's all.
The sample being small isn't the biggest issue with this however, but the fact that it's limited to people in a university. Manlets, statistically speaking, are dumber and less successful. They're less likely to get into a university. So by sampling university population only, your sample has a bias towards taller people. Very different from some other countries where the sample is random or very extensive.
