Brazilian political culture is not inclined to strongmen since it is based on bargaining and favor exchange. The last strongman we have had is probably president Ernesto Geisel, but he turned the military regime into a personal dictatorship only so he could dismantle it.
Currently both Lula and Bolsonaro are very charismatic popular political leaders, but neither of them have amassed enough power to be called a strongman, not even Lula during his apogee.
