A significant portion of policy makers in the US have the mentality that all counties exist in a state of endless competition, therefore it's important to stop any other country from becoming a worthy rival to your own power. The USA is arguably at the top of the world so it's in their best interest to make the #2 spot as far below them as possible. That's really it. I don't know enough about foreign policy to know if this is really a bad idea, but it can at least explain the "china boogeyman" thing. Before china is was (wrongly) a focus on the middle east and global terror, which is a nothingburger. Who gives a fuck about some terror attacks? And before that it was (rightly) the soviet union.
