The ultra-rich don't even want US citizenship as it turns you into a permanent IRS slave (only 5 countries tax your income no matter where you live) and it makes you vulnerable to US laws and federal prosecution. It's a liability and it's why the Facebook co-founder abandoned his US citizenship.

The original investor visa program had a loophole that allowed the use of business loans in order to qualify. Trump's gold card program removed the loophole by banning the use of business loans so Indians can no longer get investor visas by taking out a business loan to buy a gas station.
