The Apostolic See had a long history of attrition with Spain and Portugal specifically because they were not doing what the Apostolic See commanded them to do. Biblical slavery had the purpose of catechizing the enslaved and assimilating them; Spain and Portugal adopted chattel slavery from the very beginning with no intention whatsoever of catechizing the enslaved populations.

Because of the obvious labor shortage, the Brazilian government started to import large waves of Europeans to fill that gap while also adopting racial ideology from the United States and France. That further fueled the hatred against white Brazilians that only got worse over the years. Rio de Janeiro is the perfect recipe for disaster and it's pretty much what happens when men reject God.
And it's also the reason why Catholicism almost lost to protestantism in Brazil; once the Marxists took over the government, the first thing they did was change the education system to attack the Catholic Church (any Brazilian born post-junta is still being brainwashed to hate the Catholic Church and Christianity as a whole), because that's the only scapegoat they have, despite the numerous Papal Bulls and Encyclicals condemning what Spain and Portugal were doing. And despite all of that, recently the protestant population stopped growing, many of them are becoming Eastern Orthodox because they still carry an immense hatred of the Catholic Church; but then they ultimately realize they're still in heresy and become Catholics. That was pretty much my journey back to Catholicism as a cradle Catholic but I lived as agnostic, studied Early Church history and went back to Catholicism. Catholics are also the only people in the country raising large functional families, so make with that what you want.
