That's not how the world works. Greeks and Romans never intermarried with Egyptians for example, it was forbidden, not even learning their language as well. Arabs conquered the large cities like Alexandria and stayed there, they created new city to govern the country from called Fustat. Then came the Fatimids that created their own city called Cairo. Rarely if ever would the Arabs go and LIVE in rural parts of Upper Egypt. They collect taxes and leave. Arab rule like every other Empire was nominal for most parts of the empire, and effective for the major cities/ports/population centers.
