I think this is because the founding stock of Quebec is Northern French and then they mixed with Anglos, Irish, Scandinavians. While France has more Med input. However Quebec also has some native admixture which French don't have (not all Quebecers though).

Non-white migrants began mostly in the 1990s but it's slower to intermix because they got their own communities and are slowly integrating. Until the 1960s, Canada only allowed anglo migrants in Québec because they didn't want newfags to integrate into the French culture so you end up with the Slavs being sent in the Prairies to dilute the small French and Metis communities. French migrants were just not allowed at all on all of the canadian territory in order to force our assimilation. Anglos and French in Québec rarely mixed at all due to mutual hatred, class division and religious enmity because the French here were ultra-hardcore Catholics until the 1960s.
