I struggle to tell white women apart, specifically.

Broadly. I could probably tell that your average Russian is somewhere broadly from Eastern Europe, and Brits look very distinctive so you can usually tell by looks that someone's British, but I don't think I could tell by phenotype alone whether someone is from Northern France or Germany.
There is this Ethnoguessr game someone made and I played it for a bit and yeah especially with Europeans I could actually tell fairly accurately where the faces were from.

About as well as I can tell different African ethnicities apart. I can tell when people are East African, north, west African or from the southern region but that’s where it ends. Same way I can tell who’s Eastern European, western, Nordic or med, but that’s where it ends for me. They have to look pretty stereotypical too. Same thing with Asians.

Pretty much. If you're really good, you can tell what multiple ethnicities an American is. It gets easier when you know where they/their family is from because certain admixtures are common depending on region or locale.
Irish Americans mistake me as one of them. I'm predominately the next closest thing: Scottish.

White people have this habit where group conversations end up being about what your ethnic background is, so you start to get a feel for it, unless someone is in part or whole something exotic. You see patterns depending on age and location. Like my dad is fully British in ancestry, which isn't so common anymore, but it is for Boomers from the rural South (English and Scots-Irish). His mother was 100% English, which is basically non-existent in America now.
Like the average white Millennial in the South is going to be a mixture of English, Scottish or Scots-Irish, and German. In S. Louisiana this changes to French, German, and Irish, with the possibility of Italian in and around New Orleans and the possibility of distant Spanish in the rural areas.
I don't live in an area with a lot of people of Scottish or Scots-Irish descent, so people assume I am of Irish admixture because that's more common here.

You guys had a lot of Scottish immigration in Canada, so if one of their descendants travelled to somewhere with heavy Irish immigration, the same thing would happen to them.

Sometimes. For example I live in a part of Chicago with lots of Polacks and I've gotten pretty good at identifying them on sight versus 'real' white people. It's a mix of facial features, clothes, and body language.
I can tell the difference between Japs and Chinks pretty easily but Koreans always trip me up.
i can tell regions apart, less so countries
germanics all look kind of similar, anglos look like the jews of europe, greeks turks and italians are pretty distinct, could recognize spaniards/portugese, can make out the french to some extent, can make out the scandinavians, northern slavs and finns are easy as hell, southern slavs like from the balkans region and ukraine look like the sort of mutts of europe to me where every man has the same looking haircut with black hair and a short beard, and the czechs just sort of a really basic brunette look to them that for whatever reason just screams "white person" to me more than any other race
People have repeatedly told me I look Polish (or Slavic/Russian/Ukrainian), including Anon Babble, though I'm not at all (genetically). Eventually this became part of the reason why I chose to learn Polish, associate with Poles, work in Poland and make it part of my identity. Might as well be what I look like

even the hair and eye colors are exaggerated, most "blue eyes" really have drab grey, "blonde" is usually sand brown, etc. apart from scandinavia and russia the color morphs don't look very jarring

There are plenty of people who are distinctively each, though. Also, there's a difference in America with those descended from pre-Industrial British because they looked much more distinctive of both their class and locality of origin. Things reversed after the Civil War. People of English descent in the South are predominately from the English gentry and lower ranks of aristocracy, while those in the North came from commoners.
