rate my 21 day trip to europoorean plan, leaving in july.
ignore the croatia/slovenia/serbia lines.

haven't planned shit outside of the general direction and don't know how smart of an ideal it is to say fuck it and go without plans.

already booked a 1 way ticket to berlin from nyc on july 12th (no carry-ons)

also if going to Kraków would seem too much off the path for you, you can go to Wrocław instead, closer from Berlin/Prague and imo for foreign tourists it's even a better destination

How are you going to travel in Europe?

Americans always plan way too many destinations in their itinerary, you'll spend many days in cramped buses or trains. It is better to concentrate on 2 or 3 countries. Like do Germany, Poland and the Czech Republic. Save Greece and the Balkans for another vacation.

Your itinerary is fucked. You need to dwindle it way down. Assuming land travel via bus/train to all these places you're looking at easily 1/3 of your time being spent in transit. You need to cut this down to 3/4 countries, roughly one week each. Even a small leg in this route like Thessaloniki-Sofia, is a 6 hour trip. A lot of the borders are no longer relevant, so that might help a lot, but still. Crossing Romania is hell. Either bite the bullet and try to reschedule a flight, or cut down the stops way down. I would go Greece-Budapest, then try to fly to Berlin for cheap if convenient. Something like that. Lots of options here, but you have to cut back big time for 3 weeks. You're kinda fucked either way, and are gonna have some bad times with the transit.

What's wrong with slovenia?

There's nothing to see in Slovenia except for the nature. Every last shithole town of 10k in Poland or Czechia is more impressive than Ljubljana.

I liked a lot of 2nd tier cities which I would only visit for 1 whole day or a night and morning.
Consider dropping by Dresden, Timisoara etc.

Greece can be nasty sometimes, but worth travelling.
You're avoiding Bulgaria's worst parts (the coast), so it might be nice.
Spend less time in Bucharest and more in Transylvania and it's towns.
Pick Budapest of Belgrade, it's miserable there and the mood these days is probably not nice either.
Croatia is overtouristed and not worth it. Slovenia IDK.
Steer clear of Slovakia and Berlin. Vienna/Prague/Krakow are equally worth it, but don't limit yourself to the cities alone.

I'd rec Prague, it has a more relaxed, medieval vibe than 19th century Vienna, and it is much cheaper, too.

You can get around pretty quickly as long as there are highways in Europe. I've done Budapest - Rotterdam before and you can comfortable cruise with 180 km/h until the Holland border unless it is peak hours and there is a lot of traffic. Then Holland speeds is like someone punching you in the face out of nowhere

I would not go to Bucharest, it's not a great city, compared to others.

Going to smaller but nice cities like Sibiu is better. The mountain area is OK in Romania, though.
