I don't need to provide statistics, but back when I was in middle school, it was pretty much normal to get hit on the palm with a huge stick if you got a question wrong on a workbook or made a mistake with the number of English words. Pisa doesn't measure algebra or equation capacity. It measures mathematical thinking, reading comprehension ability and scientific reasoning. If cletus can pass basic level of mathematical reasoning then this improvement doesn't mean he knows more math equation, it means he can use math in everyday life more effectively
