I can't speak for Europe, but I know here they began implementing the idea of teaching problem solving instead of giving people knowledge and its generally resulted in a decline in academic performance. Also they made a bunch of new schools that aren't separated into classrooms and are instead meant to be held in a big communal room and have project based learning, also a terrible idea.

I think me as a 90s born Korean, As someone born in the 90s in Korea, I feel like that was when the drive for academic success was at its peak. I spent my school years studying from 8 AM to 10 PM every day. These days, there's more emphasis on students' rights, and the focus is shifting away from just rote learning

Pisa doesn't measure algebra or equation capacity. It measures mathematical thinking, reading comprehension ability and scientific reasoning. If cletus can pass basic level of mathematical reasoning then this improvement doesn't mean he knows more math equation, it means he can use math in everyday life more effectively
