It flips between being a negotiating tool, being a good policy for "bringing back manufacturing" and being for national security reasons (to be fair the national security reasoning is for legal reasons). He could just announce some bs deal that's mostly a return to status quo against every country in the world and claim victory.

what he did was the equivalent of someone setting fire to their kitchen and then putting the fire out and then claming he saved the day. some of the damage will still stay as supply chains will be in a mess. importers are all still in a bad position because for the last 45 days, there were no orders coming out of China and now it will be flooded again. this boom-bust ordering/shipping cycles reduce profits/RoIC up and down the value chain. and then there's the back and forth high tariff to lower tariff that's still not set because it's only for 90 days. this increase risk perception and uncertainity lowers hiring and GFC investment like infrastracture

The real reason, whether he cares or not, is balance of payments - we are in debt to the world and it's getting worse - have to fix it sooner or be owned later (or, more realistically, do financial bs like we did during covid but then it catches up to us with interest rates, then we do capital controls or something and the problems spiral and we wind up blowing up the country and the world to try to write off the debt)
