It still happens because water companies ration the water supply in those rural areas in the caatinga, some people end up consuming more than what they stored and buy water trucks, water trucks are sometimes also used for irrigation also because of rationing. It's not clear if rationing exists because of the lack of water or the lack of infrastructure. Some slums in major cities near the coast, where there's no lack of water in any way are also subjected to rationing because nobody ever bothered to install infrastructure capable of supplying them simultaneously.
It's not uncommon to hear about COMPESA pipes bursting in west Recife out of over-pressure because someone the machinery that handles all the valve switching broke down and no one bothered to check it up, which also means some favelas don't get their water when they're supposed to. leading to major consoomers in that location, like clinics and supermarkets, resorting to water truck deliveries to keep thing afloat, pun intended.
