its more like the driving rules aren't really enforced here so even if you break the law, most of the time you wont get a ticket (we have almost no cameras and village police don't give a shit about how you drive if you are a local). You only get a ticket if there's a cop car waiting with a radar on the side of the road, and whenever they try to do this the drivers tell each other where the cops are so it doesn't really do anything.
