There are exchanges of schools and universities plus private people visit the other country. I'm not sure it's that simple when talking about food really. Self sufficiency in many countries is quite artificial, because it depends on energy and fertilizer imports. It's especially true for areas where greenhouses are used extensively. I'm not saying France would be all fine if we didn't import fertilizers, but it surely would be less of a problem considering the amount of fertile soil at our disposal.
Plus it's difficult to have numbers that really differentiate between goods that are completely fabricated/grown within the country vs stuff that are imported, slightly modified and then sold as "made in this country".
