I don't know. I have a few family members and close family friends that, on trips to Europe, have visited Germany and every single one of them disliked the country and especially the people. The complaints were all universal - the people and atmosphere were just too cold, too quiet, too serious, and totally lacking in warmth or extroversion. One woman I know who's basically an unofficial aunt to me said that she honestly felt more warmth and friendliness travelling in India by herself than in Germany.
There's only so much that "muh clean cities" and "muh healthcare" can extend to when the general vibe of the place is just so detached and cold.
