my pet theory is that Americans, magatards in particular, are retarded and don’t know the Greek alphabet. So writing phi and epsilon next to each other may be a bit too much for your average lard.
The formula is really simple once you know what values to substitute for the greek symbols; essentially since epsilon (4) times phi (0.25) in this case equals 1 you can ignore that part, and you're really left with x_i - m_i over m_i. m_i is the total import of goods from country i, and x_i is the total export to country i. So essentially the formula gives you the trade deficit. The reason this is a joke is that the trade deficit alone does not, contrary to what the white house claims, accurately describe trade barriers (which are tolls, tariffs, etc.), it just describes a difference in trade. As an example, take Lesotho which Trump imposed a 50% tariff on. Lesotho is a really poor country which the US have virtually zero trade with, except that they produce diamonds which the US buys. The average Lesothan can't afford to import goods from the US.
