As far as I know PR doesn't rely on things like agriculture, they're not a bog standard banana republic colony. The US set up some fracking rig in PR and uses it as a tax haven. Gas prices in PR are ludicrously low. Cultural autonomy was always promised so as long as that autonomy doesn't interfere with development, which isn't hard to do with PR seeing how Spain civilized them so no one needs to tell locals to stop cannibalizing each other.

Stuff like banishing Catholic bishops and forbidding festivities to forbidding Spanish be taught in schools and forcing English on employers. The US divided the island into different regions for Protestant evangelization in turn (picrel). There was lots of attempted Americanization.
