It's probably because here the poorest of the poor need a car to survive, whereas in Europe if you are so poor you need a 15 year old car you always have the option to just walk or take public transit. Plus the yearly influx of millions of poor people doesn't help the used car market.

Like, you can make a very stupid and incredibly wasteful purchase, but the lessons learned could ultimately outweigh the negative impact of the purchase on your life. Meanwhile you could make a moderately stupid and somewhat wasteful purchase that brings no positive lessons or elements with it.

For the latter, I think maybe a stool sample done for my aging ferret.
